speak subtitles extension

Play closed captions in videos (currently works on Pluralsight). An accessibility extension that uses speech synthesis to play a video's subtitles aloud, allowing a pseudo real-time translation of a video. It currently works with videos from the following sources: - https://www.pluralsight.com/ More sources will be added in future updates according to demand.
